The Cisco ISR 1000 series of router is a fixed configuration device which means that it is deployed in sites where there is unlikely to be changes in Wan or internet termination type. You do however have the flexibility that is built into the features of the Cisco IOS operating system. If you think that you may need additional modules built into the platform then one would naturally select the Cisco ISR 4000 series.
